Ingredients that can cause contact dermatitis?

So I only recently discovered that I have contact dermatitis. During the last month I've had dry, itchy, red, slightly irregular, scaly skin and swollen eyelids occasionally. I was reading about it and found that Quaternium-15 is a typical ingredient of shampoos and things that can cause contact dermatitis. I'm trying desperately to find out what is causing this on me because I can not afford a paper, so I looked and found shampoo Quaternium-18. So my question is: Is it the same as Quaternium-15? Moreover, I heard a hydrocortisone cream help. Right? Any other suggestions? Does this sound like contact dermatitis? Thanks for the help.
