keep geting a clear dot thing on my eye when wearing makeup?

okay so i don't no what it is but it seems ever time i wear eyeliner i get this clear small dot thing on my upper eye lid its like when im done taking off my makeup i don't have makeup remover but i do wash my face with face wash and i don't think its a stye because its not pimply and white like i put eyeliner on my top lid too but its weird it go's away wen i put cold wash rag on it and somtime i touch it and rip it off an go's away
by the way i dont reuse old eyeliner i keep it very clean
and its the inside on the upper eyelid
and it looks like a really small rain drop

I think you should go see your doctor just to rule out anything nasty, but it doesn't sound like it will be anything bad. It may be a residual film left from the eyeliner or it may be some sort of reaction to the liner.
